This character had a major role in the Silver Case series and a minor role in the NO MORE HEROES series. He was a Special Agent with the Regional Investigation Unit when he made headlines for the arrest of Kamui Uehara at the height of the Silver Case. Years later, he served as a Special Agent in the Central Police Department‘s second Heinous Crimes Unit.

Notes
- After meeting for the first time to discuss the Kamui Case, Kusabi reminded Tokio Morishima of a truck driver. Two years later, Kusabi posed as an actual truck driver named Peter Bocchwinkur, while operating on Lospass Island.
- Kusabi’s Peter Bocchwinkur alias was, at the time, a rough translation for Bockwinkle. This name was reused for the character Mark Bockwinkle in one of GRASSHOPPER MANUFACTURE‘s next games, MICHIGAN: REPORT FROM HELL. Several names translated in Flower Sun and Rain: MURDER AND MYSTERY IN PARADISE were inconsistent with their English translations in future titles, and while THE ART OF GRASSHOPPER MANUFACTURE more accurately identified Kusabi’s alias as Peter BockWinkle, the book contained its own batch of spelling mistakes.
- When adapting Kusabi’s personality into English, James Mountain looked to the character Tōru Mayama from ケイゾク for inspiration.
